Israeli silversmiths through the mid-to-late 20th century developed a genuinely distinctive decorative style drawing on Middle Eastern and North African metalwork traditions, arabesque scrollwork and pierced lattice patterns showing up across everything from Judaica to functional household objects like this one. The midsection here is worked as an open lattice of scrolling arabesques with beaded accents, letting light and the bottle's colour show through rather than concealing it entirely.
The design is genuinely practical as well as decorative: the base unscrews, so the glass bottle inside can be swapped out rather than the whole piece being tied to one specific bottle. This example is unmarked, but identical pieces have turned up bearing the mark of A. Segal (א סגל), an Israeli silversmith working around the 1980's, which is a reasonable enough basis for the attribution here.

Excellent vintage condition, no wear to silvering. Few tiny dings and a small dent.
