Sugar tongs like these emerged once sugar shifted from an expensive, tightly guarded luxury to something regularly served at the table, and Georgian and Victorian silversmiths spent decades finding new ways to make a basically simple tool interesting. These are bright-cut all over, floral and foliate detail cut directly into the silver so it catches light rather than sitting flat, with the arms pierced in a ropework pattern and each terminal finished as a shell. The whole design has a flowing, organic quality that gets close enough to Art Nouveau you'd be forgiven for guessing it a decade too early.
